DUTIES/RESPONSIBILITIES OF FIELD EXAMINER:
Conduct field examinations to determine who to appoint as fiduciaries for beneficiaries assessing the living situation, capacity of the beneficiary to handle funds, and other pertinent information involving the beneficiary. Ensure that the beneficiary is receiving the full range of benefits entitled, explaining the laws and regulations surrounding questions from the beneficiary and/or any deficits in the veteran's needs. Appoint Fiduciaries after conducting investigations or examinations, in order to ensure that funds and/or benefits entitled to the veteran are being received in accordance with the law. Conduct investigations involving misuse of funds; gather credible evidence using established investigatory methods, in order to make a determination of funds misuse and make referral of any findings to the Regional Counsel's Office. Make legal recommendations to reduce the role or remove fiduciaries whom are discovered to be misusing funds. Take appropriate action to avoid liability to the VA and restore funds to the beneficiary by taking action against the fiduciary including creating an overpayment, debt, or other action when misuse occurs. Conduct investigations and make recommendations surrounding living conditions and safety of veterans and coordinating with appropriate authorities to resolve problems surrounding safety and security for veterans. Make determinations on various issues that may affect the veteran's eligibility, or entitlement to benefits. Appointed as a temporary fiduciary for veterans who are transitioning to financial independence. Work with representatives from other departments, agencies, organizations, or areas including law enforcement to ensure that the veteran is receiving the full range of entitled benefits. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirement are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Grade progression is GS-09/GS-11. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Skills in conducting professional interviews to obtain essential information and assess competency to make valid decisions. Experience that provided you with a broad and detailed knowledge of Fiduciary programs, conservatorship, or the determination of veterans benefits. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for the GS-09 grade level you must have a Master's degree OR equivalent Graduate degree OR 2 full years of progressively higher education leading to such a degree OR LL.B or J.D. To qualify based on education for the GS-11 grade level you must have a Ph.D. OR equivalent Doctoral degree OR 3 years of progressively higher education leading to such a degree or LL.M. from an accredited institution. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education totaling to 100% of the requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The job requires driving in government owned automobiles, often very long distances requiring overnight lodging.
